The Second Witness (Plague Prophet)
Covenant partner of the First Witness in Revelation 11 — fulfilling the biblical law of two witnesses and operating in Moses' judicial authority to turn waters into blood and strike the earth with every kind of plague.
Under Deuteronomy 19:15, every legal charge in God's courtroom is established by the testimony of two or three witnesses. Standing beside the First Witness in sackcloth for 1,260 days as one of the two olive trees and two golden lampstands before the Lord of the earth, the Second Witness operates in the judicial authority of Moses — having power 'over the waters to turn them into blood and to strike the earth with every kind of plague, as often as they desire' (Revelation 11:3–6). Slain only after completing his testimony, he is raised by the breath of God after three and a half days and called up to heaven in a cloud while his enemies watch (Revelation 11:7–12).
